Does KTU allow the use of a scribe during examinations?

Yes. APJ Abdul Kalam Technological University (KTU) officially permits the use of a scribe (writer) for students with permanent or temporary disabilities that prevent them from writing examinations.

As per the KTU Notification No. KTU/AD(CONFIDENTIAL)/1116/2024, dated 19 March 2024, and in line with the Rights of Persons with Disabilities (RPWD) Act, 2016, the following norms apply:

  • The use of a scribe is allowed for:

    • Blind or visually impaired students, and

    • Students with physical or medical conditions that make writing difficult, subject to a medical certificate from a Government Medical Officer (not below Civil Surgeon rank).

  • Compensatory time: Students using a scribe are given at least 20 minutes of extra time per hour of examination.

  • Exam arrangement: Such students will write the exam in a separate room, under the supervision of a designated invigilator.

  • Eligibility and rules for the scribe:

    • The scribe cannot be an employee of the exam centre or a relative of the student.

    • The scribe’s educational qualification must be lower than that of the candidate (preferably a matriculate).

    • No remuneration is provided for the scribe.

  • Application procedure:

    • Students must submit the scribe application form (Annexure-3) along with the scribe’s declaration through the college Principal.

    • The application must reach the University at least two weeks before the examination.

    • The Controller of Examinations issues the official approval order to the college.
